Part of A monitoring framework for a marketing attribution outlook

Why no official England attribution market figure exists, and what a study would need

Sets out which official UK and England indicators exist, why they cannot be summed into an attribution market size, and the study design a defensible figure needs.

What to take away

  • No official statistic gives the size, growth rate or 2027 outlook for the marketing attribution market in England.
  • The four closest official series measure different populations, so they cannot be added or multiplied into an attribution total.
  • The Department for Business and Trade business population estimates 2025 is the nearest England-level count, and it counts businesses, not attribution buyers.
  • A defensible total needs a commissioned study with a stated population, a buying unit and a reference period.
  • Treat every indicator below as context for that study.

The data inventory an England estimate starts from

Source and dateWhat it measuresWhat it cannot establish
DBT, Business population estimates 2025, published 2 October 2025Private-sector businesses in England and the UK at the start of 2025; official statistics in developmentAttribution buyers, software users or spend
ONS, UK Business: activity, size and location 2025, published 24 September 2025VAT and PAYE enterprises and local units from an IDBR snapshotAll organisations, and any attribution demand
ONS, Artificial intelligence in UK businesses: 2023 to 2026, published 20 July 2026Reported use of broad AI technologies by UK businessesNamed attribution systems, spending or England demand
ONS, Digital Economy Survey method pageBusiness ICT use and e-commerce concepts, with a recorded pause in collection for one past yearAttribution software use or buyer intent

The Department for Business and Trade publishes Business population estimates 2025. It covers England and the UK at the start of that year and is marked official statistics in development. Recheck when the next annual edition is released.

ONS released UK Business: activity, size and location 2025 from an Inter-Departmental Business Register snapshot. Its enterprise definition and coverage differ from the DBT series, so do not add the two populations together.

For AI, ONS published Artificial intelligence in UK businesses: 2023 to 2026. It reports broad technology use with population and questionnaire limits. Our note on testing AI in marketing attribution for error, not for fluent wording sets out why a fluent answer is a weak test of an attribution system.

The Digital Economy Survey method page measures business ICT use and e-commerce, with a recorded pause in collection for one past year. Website sales are not attribution-software use.

Why no England attribution figure is published

No body publishes an England attribution market total. Each series above answers a different question, with its own population, reference period and counting unit.

Business population is not a customer population. Registered activity is not demand. Broad AI use is not attribution adoption. Adding them manufactures a number no source supports.

A 2027 adoption rate needs a baseline year and a fixed product category. The reviewed releases supply neither. Our guide to England's marketing attribution market: evidence, suppliers and 2027 choices covers the supplier side of the same question.

Illustrative arithmetic, not a market figure

Two inputs drive any total: how many England organisations are eligible buyers, and what each pays a year. Every cell below is an illustrative input chosen for arithmetic, not a published price or count.

Illustrative buying organisationsIllustrative annual spend eachImplied annual value
1,000£3,000£3 million
1,000£12,000£12 million
5,000£12,000£60 million

Replace both input columns with sourced values before quoting any total. The DBT series can bound the first column only once eligibility for marketing software is defined, which it does not do.

Research design needed for an England estimate

  1. Fix the eligible population, the buying unit, the attribution job and the reference period.
  2. Separate organisations, budget holders, operational users and affected people in the sampling frame.
  3. Split the instrument across platform credit, reconciliation, descriptive reporting, marketing mix modelling and causal experiment support.
  4. Record invitations, eligibility, completed responses, non-response, weighting and uncertainty.
  5. Publish the questionnaire version and field dates, then treat later waves as a series only if definitions stay fixed.

A respondent who reads a platform report need not hold the budget. A firm running an experiment need not be buying attribution software. Record manual work, internal code, agency services and named platform editions as separate routes. The attribution market entry checklist sequences these questions for teams weighing suppliers.

A market-value study also needs compatible supplier records. Each revenue item must name the legal entity, product boundary, customer geography, period, currency, tax treatment and treatment of bundled services. Global analytics revenue cannot be assigned to England attribution without direct evidence.

Common questions

Does an official England attribution market size exist?

No. The reviewed releases cover business population, registered activity, broad AI use, and ICT or e-commerce method. None measures attribution buyers or spend.

Which England figure can I quote today?

The DBT business population estimates 2025 carries England estimates for the start of that year and is marked official statistics in development. It counts businesses, not attribution customers.

How fast is the England attribution market growing?

No published growth rate exists. A rate needs a baseline year, a fixed product definition and repeat measurement.

What would make a 2027 outlook defensible?

A reproducible protocol, an accessible dataset, a stated population and buying unit, and published field dates. Without those, the outlook stays undetermined.
