Part of England's marketing attribution market has no total: supplier presence, method fit and 2027 rework

Why no defensible marketing attribution market size in England exists

There is no defensible marketing attribution market size in England. See what ONS, DBT and CMA data can establish, and what a credible study must disclose.

There is no defensible published marketing attribution market size in England for software and services, in the sources checked on 6 September 2026. The gap is not a finding that demand is zero. It means the necessary buyer, supplier, product, geography and revenue records have not been published as a compatible statistical series.

What to take away

  • No defensible published market size for England attribution exists in the sources checked on 6 September 2026.
  • A direct measure needs one declared unit, such as buyer organisations or net supplier revenue.
  • Official business counts cannot yield an attribution market size without manufacturing missing evidence.
  • A credible study must disclose its register, questionnaire, non-response and allocation rules for multi-country contracts.
  • Until direct work exists, the correct market table entry is not established with a date.

What would count as a direct measure

A market estimate needs one declared unit. An analyst could count distinct England buyer organisations with a paid qualifying contract at a specified date, or measure net supplier revenue from those buyers during a stated period. Active deployments and annual contract value are other possible units. They must not be mixed.

The category also needs a test. Include software or a service only when allocating marketing credit, estimating aggregate marketing effects or designing an incremental test is the principal contracted deliverable. Exclude general web analytics, advertising spend and consultancy that merely mentions measurement. Record bundles separately where attribution revenue cannot be isolated.

England could mean the contracting address, headquarters, operating team or measured audience. Choose one rule before collecting data. A UK total cannot be relabelled as England, while customer location cannot be inferred from a supplier's registered office.

Why official business counts are not the answer

The ONS 2025 business activity release uses a 14 March 2025 snapshot of the Inter-Departmental Business Register and reports enterprises and local units by region and other characteristics. It can support a sampling frame for registered activity. It contains no field for attribution purchasing or supplier revenue.

The DBT 2025 business population statistical release covers private-sector businesses, including estimated unregistered businesses, and allocates regional counts by head-office location. Its population is therefore different from the ONS register population. Multiplying either count by an assumed adoption rate or supplier price would manufacture the missing evidence.

The Competition and Markets Authority's digital advertising market study is UK-wide, closed in July 2020 and concerns a much broader market. Appendix O identifies verification, attribution and effectiveness measurement as distinct issues. That establishes subject relevance, not the size of an England attribution market.

A study that could fill the gap

Start with a register of qualifying suppliers and its construction, then ask each for deduplicated paid customers under the same England rule, qualifying net revenue, period, currency.

Ask each for refunds, bundle allocation; note non-response, financial-year differences, evidence confidence. An independent buyer survey can complement the supplier view if it publishes frame, eligibility, field dates. It must publish response denominator, weights, uncertainty.

Reconcile overlaps rather than adding supplier and buyer results. One buyer may use several platforms, while one contract may cover multiple countries. Report a range only when its lower and upper bounds come from documented treatments of those uncertainties.

A credible publication should show its questionnaire, category decisions, suppressed cells, missing suppliers and sensitivity analysis. It should separate supplier non-response from genuine zero values, and explain how contracts spanning several territories were allocated.

Until such direct work exists, the appropriate market table entry should read "not established", with the date and evidence boundary. That is more useful than a precise-looking estimate assembled from unrelated proxies.

Any published study of this kind should carry the name of a qualified statistician and an independent market-research reviewer, and its source set and market boundary should be rechecked on the day it is published.

Before you act

  • Choose one England rule before collecting data.
  • Define the qualifying attribution category test.
  • Do not multiply business counts by assumed adoption rates.
  • Reconcile supplier and buyer overlaps rather than adding them.
  • Publish questionnaire, category decisions and sensitivity analysis.
  • Separate supplier non-response from genuine zero values.

Common questions

Why can't official business counts give an England attribution market size?

The ONS and DBT releases contain no field for attribution purchasing or supplier revenue. Multiplying either count by an assumed adoption rate or supplier price would manufacture the missing evidence. The CMA study is UK-wide, closed in July 2020 and covers a much broader market.

What should a credible attribution market study disclose?

It should show its questionnaire, category decisions, suppressed cells, missing suppliers and sensitivity analysis. It should separate supplier non-response from genuine zero values and explain how contracts spanning several territories were allocated. It should also disclose how its register of qualifying suppliers was built.

What is the appropriate entry in a market table until direct work exists?

The appropriate entry is not established, accompanied by the date and evidence boundary. That is more useful than a precise-looking estimate assembled from unrelated proxies. The source set and market boundary should be rechecked on publication day.
